Lead Business Analyst Manager, Workforce Development Software


Summary:
This role is remote with occasional travel required. The Lead BA Manager will focus on managing people and scaling a high-performing team to own discovery and requirements for a workforce development SaaS platform
(WIOA case management, labor exchange, services, outcomes, reporting). As a primary people leader, you will be responsible for building and scaling a high-performing team of analysts, ensuring their professional development is as robust as the software we build. You will translate program and policy needs into build-ready user stories and support delivery through UAT and go-live while fostering a culture of technical excellence.


Responsibilities

• Directly manage, coach, and mentor a team of Business Analysts and Systems Staff, conducting regular 1-on-1s and performance reviews.
• Standardize internal team methodologies and processes, elevating the quality of work across the department.
• Lead client workshops to document workflows (intake/eligibility, enrollment, services, case notes, exits/follow-up).
• Write clear user stories, acceptance criteria, process maps, and configuration/business rules.
