Position Overview
Halvik is seeking a Senior Business Analyst/Scrum Master to support the Federal Highway Administration (FHWA) Office of Policy. The successful candidate will become an integral part of our IT solutions team, bridging the gap between stakeholder needs and technical execution for core agency systems, including TMAS 3.0 (Travel Monitoring Analysis System), HPMS 9.0 (Highway Performance Monitoring System), the Policy Information Data Portal (PIDP), the Integrated Transportation Information Platform (ITIP), and Fuels and FASH (F&F).
This role translates strategic business goals into actionable user stories, compliant acceptance criteria, and a prioritized product backlog that bridges business vision with technical execution. Operating in a fast-paced environment, the Senior Business Analyst collaborates continuously with cross-functional dev teams-including developers, solution architects, and system administrators-to drive incremental value delivery from continuous discovery to release. They serve as an agile facilitator by managing Azure DevOps (ADO) team boards, leading Scrum ceremonies, and maintaining lean, high-value documentation that empowers sprint execution.
