Position Overview

The Commonwealth of Pennsylvania is seeking an experienced Senior Project Manager to lead high-priority IT initiatives for the Department of Drug and Alcohol Programs (DDAP). This role involves managing large-scale system implementations, enhancements, and business process re-engineering projects, including the iSMART (Training Management System) replacement and WITS platform support.

Key Responsibilities

• Lead and manage **full project lifecycle (initiation** **planning** **execution** **monitoring** **closure)**
• Oversee **enterprise IT projects and system implementations** of high complexity and strategic importance
• Develop and maintain **project plans, schedules, budgets, and PM artifacts**
• Manage **project scope, risks, issues (RAID logs), and change management processes**
• Coordinate cross-functional teams including **application, data, infrastructure, and security teams**
• Track and report **project status, metrics, and deliverables** to stakeholders and leadership
• Facilitate **stakeholder communication, meetings, and executive reporting**
• Ensure compliance with **PMO standards, governance, and methodologies**
• Support **testing, training, and deployment activities**
• Drive **continuous improvement and mentor project team member**

Required Skills & Experience

- 7+ years of IT Project Management experience managing complex, enterprise-level initiatives
- PMP Certification (minimum 5 years required)
- Strong experience with:
